Adoption of new charging model for ATM fees
The Philippine banking industry is adopting the Acquirer-Based Fee Charging (ABFC) model for its ATM networks effective 07 April 2021.
The ABFC model is designed so banks can improve the efficiency of their ATM networks.
Cash withdrawal and balance inquiry will continue to be free for China Bank Savings and Bank ATM card holders if you use China Bank Savings or China Bank ATMs.

• What is Acquirer-Based Fee Charging (ABFC)?
Acquirer-Based Fee Charging (ABFC) means that fees for ATM Balance Inquiry or ATM Cash Withdrawal will now be charged by the bank that owns the ATM. As fees vary per bank, please check the fees before using other bank’s ATM.
• Why is there a change in charging model of ATM Fees?
Bangko Sentral ng Pilipinas (BSP) adopted an acquirer-based fee charging model, as the ATM owners are responsible in maintaining the ATM’s efficiency over-all and therefore charging should be based on the ATM owners’ ATM costs including the ATM deployment, maintenance of terminals, cash servicing, ATM monitoring and handling of ATM complaints received. The fees set by the bank are subject to BSP’s approval.
• Will all banks adopt the ABFC model?
Yes. ABFC will be implemented across the Philippine Banking industry. BSP (Bangko Sentral ng Pilipinas) required all banks to adopt the ABFC model effective 07 April 2021.
• Will I now be charged whenever I use an ATM?
You will only be charged transaction fees if you use other bank’s ATM.
Cash withdrawal and balance inquiry will continue to be free if you use China Bank Savings or China Bank ATM.
